How to Apply
Select your service. You may enter an email address and/or phone number, but neither is required — you can still apply if you have access to neither. You will receive an Application Reference Number (ARN) and Access Code immediately, shown on screen; if you provided contact details, they are also sent there. No account creation is required.
Complete the online form with the required personal details. Your progress is saved at each step; use your ARN and Access Code to resume at any time.
Pay the applicable fee at any LRA office or LRA online channel. Enter your LRA payment reference in the portal to confirm payment.
Book or receive your appointment at a Bureau of Vital Statistics office in your county. Bring your supporting documents and appear on your scheduled date.
Once your application is approved, retrieve your certificate using the secure link — sent to your email and/or phone if you provided one, or available by checking your status with your ARN and Access Code — or collect a hard copy at the Monrovia bypass office.

Fees are paid through the Liberia Revenue Authority (LRA). All fees are non-refundable and subject to change by the Ministry of Health.
- An email address and phone number are both optional — you can apply without either. However, having at least one allows us to notify you about your application, appointment, and certificate automatically. Without one, you must check your status yourself using your ARN and Access Code.
- Providing false information constitutes perjury under Liberian law and may result in legal prosecution.
- Bring all required supporting documents to your appointment. Incomplete applications will not be processed.
- Certificate pickup at the Monrovia bypass office is available as an alternative to digital download.
